Building a satellite requires constructing a device that will run on solar power and batteries for years, will be insulated from the deep-freezer cold of orbital space, shielded from the intense electromagnetic bombardment of the solar wind, contain manuvering motors (mini rockets) and be fully redundant so that it is always available and can be fully managed from the ground.

Building satellites and launching them into orbit is an expensive venture with high risk. There are only a few companies that can build satellites and fewer still that can launch them into space.
